The Higher Education Loans and Scholarships Board was established by the Higher Education Loans and Scholarships Act No. 31 of 2016. The board replaced the Bursaries Committee which was established by Statutory Instrument No. 182 of 1973 of the Education Act CAP 134 of the Laws of Zambia. The board has taken over the administration of student loans and scholarships from the Bursaries Committee.
HELSB Students Loan
Currently Student Loans are given to Undergraduate Students joining UNZA, CBU, KMU, MKU, MU, CHAU and KNU from secondary schools across the country. The loans cater for tuition and accommodation fees and meal, book and project allowances. The students are required to repay their loans one year after leaving their institutions of learning.
Currently the board depends on funding from the Ministry of Finance as appropriated by Parliament. Over the years, the increased demand for higher education has not matched funding from the Treasury thereby creating pressure on the Board.
The board administers scholarships received from friendly nations at Undergraduate, Masters and PhD levels. Selection of candidates for scholarships is based on academic merit. Currently HELSB is supporting over 1,200 students in Algeria, China, Cuba, Cyprus, Czech Republic, Egypt, India, Morocco, Russian Federation, Serbia, Tunisia and Turkey. Further, the board administers scholarships from the Commonwealth Scholarship Commission for studies tenable in the United Kingdom at Masters and PhD and levels.
